A
well-managed fund of significant size can have a multiplier
effect in many ways: by helping to create the conditions
at country level that will enable other donors to increase
their level of spending on health and development; by
giving political prominence to the importance of achieving
better outcomes in HIV AIDS, malaria and tuberculosis;
and by demonstrating to donors and national governments
the benefits to be achieved by linking funding to better
results.
